I agree that relevance is probably more important than simply accumulating as many backlinks as possible. One relevant link from a site that is actually related to the subject can potentially be much more useful than dozens of unrelated directory links.

I also think it's easy to focus too much on the link itself and forget about the traffic and context around it. A link that people actually click because it is useful to the discussion can have value even beyond SEO.

The difficult part for small businesses is finding genuinely relevant places to earn those links without turning every forum post, guest article or directory listing into a promotional exercise.
