That list is a fair starting point for comparing vendors, but for anyone reading this from the UK, picking the development company is honestly the smaller decision. The bigger one is whether you can legally operate the exchange once it's built.

Right now, any firm carrying on cryptoasset exchange or custody activity in the UK needs FCA registration under the Money Laundering Regulations. The approval rate has been brutal, with the large majority of applications withdrawn or refused since 2020. On top of that, the FCA is moving to a full authorisation regime for cryptoassets, with the application gateway expected to open around September 2026 and the regime going live in 2027. A 2026 launch means building for that framework from day one, not retrofitting it after the fact.

Practical consequences for vendor selection:

  • Ask whether the KYC/AML stack maps to UK Travel Rule requirements and the financial promotions rules in force since October 2023 (risk warnings, 24-hour cooling-off period, appropriateness checks for first-time customers).
  • Insist on full source code ownership, or at minimum a proper escrow arrangement. The FCA expects you to control and understand your own systems.
  • Check whether transaction monitoring and reporting can be configured for suspicious activity reports to the NCA, not just generic alerts.
  • Get references from clients actually operating in the UK or under MiCA in the EU, rather than only offshore or Asian deployments.

One more thing: banking. Most UK high street banks still won't open a business account for a crypto exchange, so line up an EMI or crypto-friendly provider before you sign a development contract. Plenty of people have paid for a platform they then couldn't fund or take fiat deposits into.

Speak to a solicitor who specialises in FCA cryptoasset registration early on. The fees sting, but they cost a lot less than a refused application sitting on top of a six-figure development bill.
