I think the closest I've outsourced something was Fiverr. I don't like outsourcing stuff. Especially web development - you need to understand it yourself. If you ask someone outside of your organisation for something, and it goes wrong later and you don't understand it nor have a clue how it works or how to fix it, it is a real mess to clean up.
