‘Towards a more efficient European Procurement Market' is a 'Green Paper’ (consultation), on the modernisation of EU public procurement policy. It looks at the modernisation of the rules, tools and methods to enable public procurement to 'make transparent and competitive contract awards as easy as possible for European public authorities and their suppliers.' A core consideration is access for SMEs to public sector tendering. There is a useful ‘citizen’s summary as well as the real thing.
