Is The New Scottish Business Rates System Fair?

There has been much discussion about the new Scottish business rates system. While there have been some "teething" problems, what has your experience been like? Is it fair? Does it penalise big businesses? Does it really change anything for small businesses?

Many politicians seem to forget that small businesses feed off larger business so if their costs increase, will they squeeze their partners/suppliers?

To be fair the the SNP they have tried to sort out the mess asap but in reality they caused the mess in the first place. If they are trying to encourage new businesses and the self employed to move to Scotland they are not going about it the right way in my opinion. This is not a political party issue, all politicians are the same, they try to rake in as much money as possible from businesses but when the elections come up they are the business persons friend all of a sudden.
