Is it right to claim coronavirus funding in case you hit trouble?

I was reading about a business which was still in relatively good health but the owner was looking at taking advantage of current coronavirus funding out there. The suggestion was that this was more of an insurance policy as opposed to an immediate requirement. I must add, it was a loan not a grant and therefore would need to be repaid at some point. Is this ethical?

Tricky one because if you dont and you need it further down the line, will it still be available?

Then again, planning ahead just incase would be normal sensible business practice in my book. At the end of the day, if you didnt need it after year one (with the government paying interest, etc) then just pay it back and there has been no cost to you.
