Hire business insurance

Hi all, I'm considering starting a business hiring out mobility scooters primarily to holiday makers (so on a short term basis). I've tried contacting a few places about this but have hit a bit of a brick wall as they just don't seem to deal with this scenario. (BTW, initially I would be running the business from home)

I'm assuming I would need at least insurance for the scooters that I purchase and also Public Liability.

What I'm struggling to ascertain is:
  1. Would public liability cover my customers against any damage they may cause to third parties while riding a mobility scooter or would it just cover myself.
  2. Would I be covered against damage caused to my mobility scooter the customer may cause or would it be a case of carefully worded T&C's stating they would need to cover the cost of damages and then billing them (or at worst taking them to small claims court)
I can see this potentially being a high risk insurance issue!

Any thoughts or insight would be much appreciated as this is new territory for me. Thoughts on any companies who might accommodate my requirements would be amazing.
Thanks in advance
Chris

I think it is a bit dangerous business to start, so you should be careful and plan everything in a proper way.
