In the Googlesphere do they really still have impact on SEO in 2019?

They are basically the main factor in Google's aglorithm, what has changed over the years is the need for quality and that Google is now very selective about which links it indexes and which it doesn't.

I always think of backlinks as a popularity rating which is really what the search engines are all about - they want to present the best and most popular websites first :)

I totally agree - backlinks are in theory (and practice much of the time) a measure of your popularity. Without them how would search engines be able to rank your site?

100% Backlinks are highly important, but in the same breath bad backlinks can also cause a lot of harm. Optimise them via Google Search Console and if there are any inbound links that you don't know about, research them and disavow any that appear to be non-relevant and spammy.

It is also very important to get a spread of back links as opposed to one particular type. Unfortunately, if you only have one type of backlinks Google will be suspicious and this could end up being more of a hindrance than a help.

Interestingly, Google wants all back links to look "natural" but the way in which Google monitors back links is robotic. Joking aside, it is very important that you get a wide mix of different back links the wise Google will get spooked and you will be hit with a penalty. Once your site has a penalty this is not reputation you want to keep.

It's a good idea to use semrush or similar to analyse toxicity scores of websites before you buy a blog post.
There are some good blogs out there, but they do charge a lot of money.
Use semrush or moz to find out the trust score. I think good quality backlinks do help. No doubt about that. But they do need to have relevance to your niche
