Attracting members - New Site - FREE listings

Hi Guys,

Just wondering what methods of attracting members to your website you find works best?
At present we're allowing any UK business to register on
free providing they can make some kind of small incentive/discount/offer to our members.
We're trialing and monitoring the usual - email campaigns/calling/social media with emails having the probably the worst results of the three.
The email we send looks good so I'm assuming the low click rate is just the nature of emails at the moment - a link to a new site offering something free and asking for details probably puts some off although i had hoped the ability to promote their business FREE would encourage more clicks.
